On December 21, 2018, Wuyi Hengmao Stationery Co., Ltd., in accordance with the Monitoring Report on the Environmental Protection Acceptance of the Completion of the Technological Transformation Project of Wuyi Hengmao Stationery Co., Ltd. with an Annual Output of 1 million Stationery Sets (FHT (2018) YZ No. 12-023) and in accordance with the Interim Measures for the Environmental Protection Acceptance of the Completion of Construction Projects (GHGHP [2017] No. 4), strictly in accordance with the relevant national laws and regulations The technical specifications for environmental protection acceptance upon completion of the construction project, the environmental impact assessment report form and the approval department's filing reply require the completion environmental protection acceptance of the technical renovation project of Wuyi Hengmao Stationery Co., Ltd. with an annual output of 1 million sets of stationery sets. The acceptance meeting was attended by representatives and specially invited experts from Jinhua Huanke Environmental Technology Co., Ltd. (EIA unit), Zhejiang Fenghe Testing Technology Co., Ltd. (acceptance monitoring and acceptance report preparation unit), Wuyi Economic Development Zone and other units, and the participants formed an acceptance team (personnel list attached). The pre-meeting acceptance team inspected the construction and operation of the environmental protection facilities of the project on the spot, and listened to the report of the construction unit on the implementation of the environmental protection of the project and the report of Zhejiang Fenghe Testing Technology Co., Ltd. on the monitoring of the environmental protection acceptance of the completion of the project. After careful discussion, the opinions on the environmental protection acceptance of the completion are formed as follows:
1、 Basic information of project construction
（1） Construction site, scale and main construction contents
Wuyi Hengmao Stationery Co., Ltd. is located at No. 9, Hehua Road, Wenzhou Industrial City, Baihuashan Industrial Functional Zone, Wuyi County Economic Development Zone (the fourth floor of the southeast workshop of Zhejiang Wuyi Yaxin Textile Co., Ltd. is rented), forming a production scale of 1 million sets of stationery sets per year.
（2） Construction process and environmental protection approval
The project was filed by Wuyi County Economic and Commercial Bureau in November 2016 with the filing number of [33000016108078606A]. In December 2016, the enterprise entrusted Jinhua Huanke Environmental Technology Co., Ltd. to prepare the Environmental Impact Report of Wuyi Hengmao Stationery Co., Ltd. with an annual output of 1 million sets of stationery set assembly line technical transformation project, and passed the approval of Wuyi County Environmental Protection Bureau in December of the same year, with the approval number of Wuhuan Construction Preparation 2016048. The scope of this acceptance is 1 million sets of stationery sets per year.
The project was commenced in September 2017, and completed and commissioned in October 2018.
（3） Investment
The actual total investment of the project is 1.5 million yuan, of which the total investment in environmental protection is 80000 yuan, accounting for 5.3% of the total investment. （4） Acceptance scope
The overall acceptance of the scope of this acceptance. Check and accept the implementation of environmental protection equipment (measures) of the project, the discharge of pollutants up to standard and the total amount control.
2、 Project changes
Production process: basically consistent with the EIA design.
In terms of production equipment: one screen printing machine will be reduced, and the rest will be basically consistent with the environmental impact assessment.
In terms of raw and auxiliary materials: the types of raw and auxiliary materials actually consumed are basically consistent with the environmental impact assessment.
In terms of pollution prevention and control: there is no screen printing process in the project and it will not increase in the later stage, so there is no screen printing waste gas. There is no hazardous waste such as waste silk screen and waste oil ink tank, and others are basically consistent with the environmental impact assessment.
General layout: overall, the project production layout is consistent with the original EIA description.
3、 Implementation of environmental protection facilities
（1） Wastewater
The project has completed the rainwater and sewage diversion system and is connected with the local drainage network. The waste water produced is domestic sewage, which is discharged after treatment in septic tank.
（2） Waste gas
If there is no screen printing process in the project and it will not increase in the later stage, no screen printing waste gas will be generated.
（3） Noise
The project selects low-noise production equipment and takes certain noise reduction measures.
（4） Solid waste
The general solid waste of the project mainly includes waste packaging and domestic garbage. The general solid waste of waste packaging is collected and sold for comprehensive utilization, and the domestic waste is uniformly cleaned and transported by the sanitation department.
4、 Commissioning effect of environmental protection facilities
（1） Wastewater monitoring conclusion
On the test day, the pH value, chemical oxygen demand, suspended solids and daily average concentration of petroleum in the domestic sewage outlet of the project meet the Class III standard in Table 4 of the Integrated Wastewater Discharge Standard (GB 8978-1996); The test results of ammonia nitrogen and total phosphorus shall comply with the indirect emission limits of other enterprises in Table 1 of the Indirect Emission Limits of Nitrogen and Phosphorus Pollutants from Industrial Enterprises' Wastewater (DB33/887-2013):
（2） Noise monitoring conclusion
The measured noise range at the plant boundary in the daytime of the project is 56.9 -- 61.8 dB (A), and the daytime noise conforms to the Class 3 standard of the Emission Standard for Industrial Enterprises Noise at Boundary (GB 12348-2008), of which the noise value at the southwest boundary is 55.1 dB (A), and the noise can conform to the Class 2 standard of the Emission Standard for Industrial Enterprises Noise at Boundary (GB 12348-2008).
（3） Solid waste monitoring conclusion
The general solid waste of the project mainly includes waste packaging and domestic garbage. The general solid waste of waste packaging is collected and sold for comprehensive utilization, and the domestic waste is uniformly cleaned and transported by the sanitation department.
5、 Impact of project construction on the environment
According to the acceptance monitoring report, during the trial production of the construction unit, the waste water and waste gas environmental protection facilities are in normal operation, the pollutant discharge can meet the relevant standard limits, and the surrounding environmental quality meets the requirements of the corresponding functional areas.
6、 Acceptance conclusion
Wuyi Hengmao Stationery Co., Ltd. has completed the approval and filing procedures for the technical transformation project of the production line of 1 million sets of stationery sets per year, implemented the requirements of "three simultaneities" for environmental protection, basically completed the acceptance data, and environmental protection measures have been completed in accordance with the requirements of environmental assessment and filing, basically established various environmental protection management systems, and the main pollutant indicators meet the requirements of the corresponding pollutant emission standards, and meet the requirements of environmental assessment and approval, The acceptance team agreed that the waste water and waste gas environmental protection facilities of the project passed the environmental protection acceptance of the completion of the construction project without the unqualified acceptance conditions specified in the Interim Measures for Environmental Protection Acceptance of Construction Projects (GHGHGHP [2017] No. 4).
According to the document requirements of the Interim Measures for Environmental Protection Acceptance of Completed Construction Projects (GHGHP [2017] No. 4), the noise and solid waste pollution prevention and control facilities of the Project shall be accepted by the local environmental protection authorities.
